各省(sheng)、自治區住房(fang)和城(cheng)鄉(xiang)建(jian)設(she)廳、發展改革(ge)(ge)委(wei)、疾控(kong)主管(guan)部門(men),直轄市(shi)住房(fang)和城(cheng)鄉(xiang)建(jian)設(she)(管(guan))委(wei)(城(cheng)市(shi)管(guan)理(li)局(ju)(ju))、水務(wu)局(ju)(ju)、發展改革(ge)(ge)委(wei)、疾控(kong)主管(guan)部門(men),海(hai)南(nan)省(sheng)水務(wu)廳,新疆生產建(jian)設(she)兵團(tuan)住房(fang)和城(cheng)鄉(xiang)建(jian)設(she)局(ju)(ju)、發展改革(ge)(ge)委(wei)、疾控(kong)主管(guan)部門(men):

城(cheng)市(shi)供水是重要的民生工程,事(shi)關人民群眾身體健康和(he)社會穩定。為進一步提(ti)升城(cheng)市(shi)供水安全保障水平,現將有關事(shi)項通知(zhi)如下。

一、總體要求

堅持以人民(min)為(wei)中心的發展(zhan)思想(xiang),全(quan)(quan)面、系統加強城(cheng)市供(gong)(gong)水(shui)工作,推動城(cheng)市供(gong)(gong)水(shui)高質量發展(zhan),持續(xu)增強供(gong)(gong)水(shui)安全(quan)(quan)保障能力,滿足人民(min)群眾(zhong)日益增長的美好生活需要(yao)。自2023年4月1日起,城(cheng)市供(gong)(gong)水(shui)全(quan)(quan)面執行《生活飲用水(shui)衛生標準》(GB 5749-2022);到(dao)2025年,建立較為(wei)完善(shan)的城(cheng)市供(gong)(gong)水(shui)全(quan)(quan)流程保障體系和基本健全(quan)(quan)的城(cheng)市供(gong)(gong)水(shui)應急體系。

二、推進供水設施改造

(一)升級改造(zao)水廠工藝。

各(ge)地要組織城市供水(shui)企業(ye)對照《生(sheng)(sheng)(sheng)活(huo)飲用水(shui)衛(wei)生(sheng)(sheng)(sheng)標(biao)準》(GB 5749-2022)要求,開(kai)展(zhan)水(shui)廠凈水(shui)工(gong)藝和出水(shui)水(shui)質達標(biao)能力(li)復核。需要改造的(de),要按照國家和行(xing)業(ye)工(gong)程建設標(biao)準、衛(wei)生(sheng)(sheng)(sheng)規(gui)范要求有序實施(shi)升(sheng)級(ji)改造。要重(zhong)點關注感官指標(biao)、消毒副產物(wu)指標(biao)、新增指標(biao)、限值(zhi)加(jia)嚴指標(biao)以及水(shui)源(yuan)水(shui)質潛在風(feng)險(xian)指標(biao),當水(shui)源(yuan)水(shui)質不能穩(wen)定(ding)達標(biao)或(huo)存在臭(chou)和味(wei)等(deng)不在水(shui)源(yuan)水(shui)質標(biao)準內但會(hui)影(ying)響(xiang)供水(shui)達標(biao)的(de)物(wu)質時,應協調相關部門調整水(shui)源(yuan)或(huo)根(gen)據需要增加(jia)預處理或(huo)深度處理工(gong)藝。

(二(er))加強供水管網建設與改造。

新(xin)建(jian)供(gong)(gong)水(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)要嚴(yan)格按照有(you)關標(biao)準和(he)規范規劃建(jian)設(she),采用先進(jin)適用、質(zhi)量可靠(kao)、符合衛生規范的供(gong)(gong)水(shui)(shui)管(guan)(guan)(guan)(guan)材和(he)施(shi)(shi)(shi)工(gong)工(gong)藝,嚴(yan)禁使(shi)用國家已明令禁止使(shi)用的水(shui)(shui)泥(ni)管(guan)(guan)(guan)(guan)道、石棉管(guan)(guan)(guan)(guan)道、無防腐內襯的灰(hui)口鑄鐵管(guan)(guan)(guan)(guan)道等(deng),確保建(jian)設(she)質(zhi)量。編制本(ben)地(di)區供(gong)(gong)水(shui)(shui)管(guan)(guan)(guan)(guan)道老化更新(xin)改(gai)(gai)造方案(an),對影響供(gong)(gong)水(shui)(shui)水(shui)(shui)質(zhi)、妨害供(gong)(gong)水(shui)(shui)安(an)全、漏損(sun)嚴(yan)重的劣質(zhi)管(guan)(guan)(guan)(guan)材管(guan)(guan)(guan)(guan)道,運(yun)行年限(xian)滿30年、存在安(an)全隱患的其它管(guan)(guan)(guan)(guan)道,應結合燃(ran)氣等(deng)老舊地(di)下管(guan)(guan)(guan)(guan)線(xian)改(gai)(gai)造、城市更新(xin)、老舊小區改(gai)(gai)造、二次供(gong)(gong)水(shui)(shui)設(she)施(shi)(shi)(shi)改(gai)(gai)造和(he)“一(yi)(yi)(yi)戶一(yi)(yi)(yi)表”改(gai)(gai)造等(deng),加快更新(xin)改(gai)(gai)造。實(shi)施(shi)(shi)(shi)公共供(gong)(gong)水(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)漏損(sun)治理(li),持續(xu)降(jiang)低供(gong)(gong)水(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)漏損(sun)率。進(jin)一(yi)(yi)(yi)步提(ti)升(sheng)供(gong)(gong)水(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)管(guan)(guan)(guan)(guan)理(li)水(shui)(shui)平,通過(guo)分區計量、壓(ya)力(li)調(diao)控、優化調(diao)度、智能化管(guan)(guan)(guan)(guan)理(li)等(deng)措施(shi)(shi)(shi),實(shi)現供(gong)(gong)水(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)系統(tong)的安(an)全、低耗、節能運(yun)行,滿足用戶的水(shui)(shui)量、水(shui)(shui)壓(ya)、水(shui)(shui)質(zhi)要求。

(三(san))推進居民加壓調蓄設(she)施(shi)統(tong)籌管理。

各(ge)地要全面排查居(ju)民(min)(min)小(xiao)區供(gong)(gong)水(shui)加壓調(diao)(diao)蓄(xu)設(she)(she)(she)(she)施(shi)(shi),摸清設(she)(she)(she)(she)施(shi)(shi)供(gong)(gong)水(shui)規模、供(gong)(gong)水(shui)方式、水(shui)質保障水(shui)平、服務人口、養護主體等(deng)(deng)(deng)(deng)基(ji)本情(qing)況,建立信息動態更(geng)新(xin)(xin)機制。鼓勵(li)新(xin)(xin)建居(ju)民(min)(min)住(zhu)宅的加壓調(diao)(diao)蓄(xu)設(she)(she)(she)(she)施(shi)(shi)同步(bu)建設(she)(she)(she)(she)消毒(du)劑余(yu)量(liang)、濁度等(deng)(deng)(deng)(deng)水(shui)質指標監測設(she)(she)(she)(she)施(shi)(shi),統籌布局建設(she)(she)(she)(she)消毒(du)設(she)(she)(she)(she)施(shi)(shi)。既有加壓調(diao)(diao)蓄(xu)設(she)(she)(she)(she)施(shi)(shi)不(bu)符合衛生和工程建設(she)(she)(she)(she)標準規范的,應加快(kuai)實施(shi)(shi)更(geng)新(xin)(xin)改造,并落實防(fang)淹、防(fang)斷電(dian)等(deng)(deng)(deng)(deng)措(cuo)施(shi)(shi)。探索在建筑小(xiao)區、樓宇的進水(shui)管(guan)(guan)道上(shang)安裝可連接供(gong)(gong)水(shui)車等(deng)(deng)(deng)(deng)外部(bu)加壓設(she)(she)(she)(she)備(bei)的應急供(gong)(gong)水(shui)接口。進一步(bu)理(li)順(shun)居(ju)民(min)(min)供(gong)(gong)水(shui)加壓調(diao)(diao)蓄(xu)設(she)(she)(she)(she)施(shi)(shi)管(guan)(guan)理(li)機制,鼓勵(li)依(yi)法依(yi)規移交給供(gong)(gong)水(shui)企業(ye)實行(xing)(xing)(xing)(xing)專業(ye)運(yun)行(xing)(xing)(xing)(xing)維(wei)護。由供(gong)(gong)水(shui)企業(ye)負責(ze)運(yun)行(xing)(xing)(xing)(xing)管(guan)(guan)理(li)的加壓調(diao)(diao)蓄(xu)設(she)(she)(she)(she)施(shi)(shi),其運(yun)行(xing)(xing)(xing)(xing)維(wei)護、修理(li)更(geng)新(xin)(xin)等(deng)(deng)(deng)(deng)費用(yong)計入供(gong)(gong)水(shui)價格,并繼續執行(xing)(xing)(xing)(xing)居(ju)民(min)(min)生活用(yong)電(dian)價格。暫(zan)不(bu)具備(bei)移交條件的,城市供(gong)(gong)水(shui)、疾(ji)病預防(fang)控制主管(guan)(guan)部(bu)門應依(yi)法指導和監督(du)產權單位或(huo)物(wu)業(ye)管(guan)(guan)理(li)單位等(deng)(deng)(deng)(deng)按規定規范開(kai)展(zhan)設(she)(she)(she)(she)施(shi)(shi)的運(yun)行(xing)(xing)(xing)(xing)維(wei)護。

三、提高供水檢測與應急能力

(四)加強供水水質檢測。

各地(di)(di)疾病預防(fang)控制(zhi)(zhi)主管(guan)(guan)部(bu)門要(yao)(yao)按(an)照《生(sheng)(sheng)活飲(yin)用(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)衛生(sheng)(sheng)監(jian)督(du)管(guan)(guan)理辦法(fa)(fa)》制(zhi)(zhi)定(ding)并(bing)組織實(shi)施本地(di)(di)生(sheng)(sheng)活飲(yin)用(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)衛生(sheng)(sheng)監(jian)督(du)監(jian)測(ce)(ce)工(gong)作方(fang)(fang)案,加(jia)大督(du)查(cha)檢(jian)(jian)(jian)查(cha)力(li)度,依法(fa)(fa)查(cha)處違法(fa)(fa)行為(wei);加(jia)強水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)衛生(sheng)(sheng)監(jian)測(ce)(ce),有效(xiao)監(jian)測(ce)(ce)城(cheng)(cheng)(cheng)區(qu)集中式(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)、二次供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)的衛生(sheng)(sheng)管(guan)(guan)理情況(kuang)及供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)情況(kuang),開(kai)展供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)衛生(sheng)(sheng)安(an)全風(feng)險(xian)評估,及時(shi)(shi)發(fa)現隱患,防(fang)范衛生(sheng)(sheng)安(an)全風(feng)險(xian)。城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)主管(guan)(guan)部(bu)門要(yao)(yao)按(an)照《城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)管(guan)(guan)理規(gui)定(ding)》,加(jia)強城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)監(jian)測(ce)(ce)能(neng)力(li)建設,建立(li)健全城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)監(jian)督(du)檢(jian)(jian)(jian)查(cha)制(zhi)(zhi)度,組織開(kai)展對出廠(chang)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)、管(guan)(guan)網水(shui)(shui)(shui)(shui)(shui)(shui)(shui)、二次供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)重點水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)指(zhi)(zhi)標(biao)全覆(fu)蓋檢(jian)(jian)(jian)查(cha)。做好國家隨機監(jian)督(du)抽查(cha)任務與地(di)(di)方(fang)(fang)日常(chang)監(jian)督(du)工(gong)作的銜接。城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)企業應(ying)按(an)照不低(di)于《城(cheng)(cheng)(cheng)鎮供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)與污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)處理化驗(yan)室(shi)(shi)技術(shu)規(gui)范》(CJJ/T 182)規(gui)定(ding)的Ⅲ級要(yao)(yao)求科學配置供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)化驗(yan)室(shi)(shi)檢(jian)(jian)(jian)測(ce)(ce)能(neng)力(li),當處理規(gui)模大于10萬立(li)方(fang)(fang)米/日時(shi)(shi),應(ying)提高化驗(yan)室(shi)(shi)等級。城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)企業和加(jia)壓(ya)調蓄設施管(guan)(guan)理單位要(yao)(yao)建立(li)健全水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)檢(jian)(jian)(jian)測(ce)(ce)制(zhi)(zhi)度,按(an)照《城(cheng)(cheng)(cheng)市(shi)(shi)(shi)給水(shui)(shui)(shui)(shui)(shui)(shui)(shui)工(gong)程(cheng)項目(mu)規(gui)范》(GB 55026)、《城(cheng)(cheng)(cheng)市(shi)(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)標(biao)準》(CJ/T 206)明確的檢(jian)(jian)(jian)測(ce)(ce)項目(mu)、檢(jian)(jian)(jian)測(ce)(ce)頻率和標(biao)準方(fang)(fang)法(fa)(fa)的要(yao)(yao)求,定(ding)期檢(jian)(jian)(jian)測(ce)(ce)城(cheng)(cheng)(cheng)市(shi)(shi)(shi)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)、出廠(chang)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)和管(guan)(guan)網末梢(shao)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)的水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi);進一步完善供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)在線監(jian)測(ce)(ce)體(ti)系,合理布局監(jian)測(ce)(ce)點位,科學確定(ding)監(jian)測(ce)(ce)指(zhi)(zhi)標(biao),加(jia)強在線監(jian)測(ce)(ce)設備的運(yun)行維護。

(五)加強供水應急能力建設。

各地(di)要結合近年來城市(shi)供(gong)(gong)水(shui)(shui)(shui)(shui)面臨(lin)的(de)新(xin)形勢、新(xin)問題、新(xin)挑戰,完(wan)善(shan)供(gong)(gong)水(shui)(shui)(shui)(shui)應(ying)(ying)(ying)(ying)(ying)急(ji)預(yu)案(an),進一步明確在(zai)水(shui)(shui)(shui)(shui)源(yuan)(yuan)突發污染(ran)、旱(han)澇急(ji)轉等不(bu)同風(feng)(feng)險(xian)(xian)狀況下的(de)供(gong)(gong)水(shui)(shui)(shui)(shui)應(ying)(ying)(ying)(ying)(ying)急(ji)響應(ying)(ying)(ying)(ying)(ying)機制。加(jia)(jia)強(qiang)供(gong)(gong)水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質監(jian)測(ce)預(yu)警,針(zhen)對(dui)水(shui)(shui)(shui)(shui)源(yuan)(yuan)風(feng)(feng)險(xian)(xian),研判潛在(zai)的(de)特征污染(ran)物,督促供(gong)(gong)水(shui)(shui)(shui)(shui)企業(ye)加(jia)(jia)強(qiang)相關(guan)應(ying)(ying)(ying)(ying)(ying)急(ji)凈(jing)水(shui)(shui)(shui)(shui)材(cai)料(liao)、凈(jing)水(shui)(shui)(shui)(shui)技術儲備(bei)(bei),完(wan)善(shan)應(ying)(ying)(ying)(ying)(ying)急(ji)凈(jing)水(shui)(shui)(shui)(shui)工藝運行方(fang)案(an)。單一水(shui)(shui)(shui)(shui)源(yuan)(yuan)城市(shi)供(gong)(gong)水(shui)(shui)(shui)(shui)主管(guan)部門要積極協調和配合有關(guan)部門加(jia)(jia)快應(ying)(ying)(ying)(ying)(ying)急(ji)水(shui)(shui)(shui)(shui)源(yuan)(yuan)或備(bei)(bei)用(yong)水(shui)(shui)(shui)(shui)源(yuan)(yuan)建設。國家(jia)供(gong)(gong)水(shui)(shui)(shui)(shui)應(ying)(ying)(ying)(ying)(ying)急(ji)救援基(ji)地(di)所在(zai)省、城市(shi)應(ying)(ying)(ying)(ying)(ying)建立(li)應(ying)(ying)(ying)(ying)(ying)急(ji)凈(jing)水(shui)(shui)(shui)(shui)裝備(bei)(bei)日常維(wei)護(hu)制度,落實(shi)運行維(wei)護(hu)經費,不(bu)斷提高供(gong)(gong)水(shui)(shui)(shui)(shui)應(ying)(ying)(ying)(ying)(ying)急(ji)救援能力。

(六)加強供水(shui)設(she)施安全防范。

供(gong)(gong)水(shui)(shui)企業和加壓調蓄設(she)施(shi)管(guan)(guan)理(li)單位要全面開展安(an)(an)(an)(an)全隱患(huan)排查整治,統籌做好(hao)疫(yi)情(qing)防(fang)(fang)控和安(an)(an)(an)(an)全生產,著力(li)提高供(gong)(gong)水(shui)(shui)設(she)施(shi)應對突發(fa)事件(jian)和自然(ran)災害的能力(li),增強(qiang)供(gong)(gong)水(shui)(shui)系(xi)統韌(ren)性。取(qu)用地下水(shui)(shui)源的城市,汛期(qi)、疫(yi)情(qing)期(qi)間應對水(shui)(shui)源井(jing)的衛(wei)生狀(zhuang)況、安(an)(an)(an)(an)全隱患(huan)定期(qi)或不定期(qi)開展排查整治,防(fang)(fang)止雨水(shui)(shui)倒灌(guan)及取(qu)水(shui)(shui)設(she)施(shi)被淹,加強(qiang)水(shui)(shui)質檢測與消毒(du)。要根據城市供(gong)(gong)水(shui)(shui)系(xi)統反恐怖防(fang)(fang)范有(you)關(guan)要求,加強(qiang)對供(gong)(gong)水(shui)(shui)設(she)施(shi)的安(an)(an)(an)(an)全管(guan)(guan)理(li),對取(qu)水(shui)(shui)口、水(shui)(shui)廠、泵站等重點目標(biao)及其(qi)重點部位綜合采(cai)取(qu)人防(fang)(fang)、技防(fang)(fang)、物防(fang)(fang)等安(an)(an)(an)(an)全防(fang)(fang)范措施(shi),建(jian)立健全供(gong)(gong)水(shui)(shui)安(an)(an)(an)(an)全防(fang)(fang)范管(guan)(guan)理(li)制(zhi)度。

四、優化提升城市供水服務

(七)推進供水智能(neng)化(hua)管(guan)理水平。

各地要持續提高供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)監(jian)管(guan)(guan)信(xin)息(xi)(xi)化(hua)水(shui)(shui)(shui)(shui)平(ping)(ping),推動城(cheng)市級、省級供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)監(jian)管(guan)(guan)平(ping)(ping)臺(tai)建設(she)和信(xin)息(xi)(xi)共享,及時(shi)、準確掌(zhang)握城(cheng)市水(shui)(shui)(shui)(shui)源、供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)設(she)施(shi)、供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質等關鍵信(xin)息(xi)(xi),并(bing)為(wei)城(cheng)市供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)監(jian)管(guan)(guan)提供(gong)(gong)(gong)業(ye)務(wu)支撐。推進供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)管(guan)(guan)道等設(she)施(shi)普查,完善信(xin)息(xi)(xi)動態更(geng)新(xin)機制,實(shi)時(shi)更(geng)新(xin)供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)設(she)施(shi)信(xin)息(xi)(xi)底(di)圖。指導供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)企業(ye)加強供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)設(she)施(shi)的(de)智能化(hua)改(gai)造(zao),鼓勵有條件的(de)地區結合更(geng)新(xin)改(gai)造(zao)建設(she)智能化(hua)感知裝備,建設(she)城(cheng)市供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)物(wu)聯網及運行調(diao)度(du)平(ping)(ping)臺(tai),實(shi)現(xian)設(she)施(shi)底(di)數動態更(geng)新(xin)、運行狀態實(shi)時(shi)監(jian)測(ce)、風險情景模擬(ni)預測(ce)、優(you)化(hua)調(diao)度(du)輔助支持等功能,不斷提高供(gong)(gong)(gong)水(shui)(shui)(shui)(shui)設(she)施(shi)運營的(de)精細化(hua)水(shui)(shui)(shui)(shui)平(ping)(ping)。

(八(ba))推(tui)進供(gong)水信(xin)息(xi)公開。

各(ge)地(di)要(yao)加強對供水(shui)企事業單(dan)位(wei)(wei)信息(xi)公(gong)開(kai)的(de)監督(du)管(guan)理和指(zhi)導,規范(fan)開(kai)展信息(xi)公(gong)開(kai)。城(cheng)(cheng)市供水(shui)單(dan)位(wei)(wei)應依據(ju)《供水(shui)、供氣、供熱等公(gong)共企事業單(dan)位(wei)(wei)信息(xi)公(gong)開(kai)實(shi)施辦法》(建城(cheng)(cheng)規〔2021〕4號)、《城(cheng)(cheng)鎮供水(shui)服(fu)務》(GB/T 32063)等制(zhi)定實(shi)施細則,以清單(dan)方(fang)式細化(hua)并(bing)明(ming)(ming)確列出信息(xi)內容及時限(xian)要(yao)求,并(bing)根據(ju)實(shi)際情況動態調(diao)整。持續(xu)提(ti)高供水(shui)服(fu)務效率和質(zhi)量,創新(xin)服(fu)務方(fang)式,在保障供水(shui)安全的(de)前(qian)提(ti)下因地(di)制(zhi)宜制(zhi)定簡捷、標(biao)準化(hua)的(de)供水(shui)服(fu)務流程,明(ming)(ming)確服(fu)務標(biao)準和時限(xian),優化(hua)營商(shang)環境。

五、健全保障措施

(九)落實落細責任。

各(ge)級供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)、疾(ji)病(bing)預防(fang)控(kong)制(zhi)主管(guan)部(bu)(bu)門要(yao)(yao)深化部(bu)(bu)門協作,加(jia)強信息共享,共同保障供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)安全(quan);城(cheng)市(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)主管(guan)部(bu)(bu)門要(yao)(yao)加(jia)強對城(cheng)市(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)的(de)指導監(jian)督(du),組織開展(zhan)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)規范化評估(gu)、供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)質抽樣檢(jian)查等工作,及時發現問題,認真(zhen)整改(gai)(gai)落(luo)實;疾(ji)病(bing)預防(fang)控(kong)制(zhi)主管(guan)部(bu)(bu)門要(yao)(yao)依法進一(yi)步加(jia)強飲用(yong)水(shui)(shui)(shui)(shui)(shui)衛(wei)(wei)(wei)生(sheng)監(jian)督(du)管(guan)理和監(jian)測,持(chi)續(xu)開展(zhan)飲用(yong)水(shui)(shui)(shui)(shui)(shui)衛(wei)(wei)(wei)生(sheng)安全(quan)監(jian)督(du)檢(jian)查,涉及飲用(yong)水(shui)(shui)(shui)(shui)(shui)衛(wei)(wei)(wei)生(sheng)安全(quan)的(de)產品應當依法取得衛(wei)(wei)(wei)生(sheng)許(xu)可(ke)。落(luo)實城(cheng)市(shi)(shi)人民政府(fu)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)安全(quan)主體責任,按照水(shui)(shui)(shui)(shui)(shui)污(wu)染(ran)防(fang)治法和《城(cheng)市(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)條例》《生(sheng)活飲用(yong)水(shui)(shui)(shui)(shui)(shui)衛(wei)(wei)(wei)生(sheng)監(jian)督(du)管(guan)理辦法》等要(yao)(yao)求,對城(cheng)市(shi)(shi)水(shui)(shui)(shui)(shui)(shui)源保障、供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)設(she)施(shi)建(jian)設(she)和改(gai)(gai)造、供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)管(guan)理與運(yun)行機(ji)制(zhi)等進行中長期統(tong)籌并制(zhi)定(ding)實施(shi)計劃。城(cheng)市(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)企業(ye)要(yao)(yao)不斷(duan)完善內部(bu)(bu)管(guan)控(kong)制(zhi)度,推(tui)進城(cheng)市(shi)(shi)供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)設(she)施(shi)建(jian)設(she)、改(gai)(gai)造與運(yun)行維護,保障供(gong)(gong)(gong)(gong)(gong)水(shui)(shui)(shui)(shui)(shui)系(xi)統(tong)安全(quan)、穩定(ding)運(yun)行。

(十)強化要素保障。

 各(ge)地要加大投入(ru)力度,加快推進供(gong)水(shui)(shui)基礎設施建設,支(zhi)持、督促供(gong)水(shui)(shui)企業(ye)(ye)統籌整合(he)(he)相關渠道(dao)資(zi)金,保障供(gong)水(shui)(shui)管(guan)網(wang)(wang)建設、改造、運(yun)行維護資(zi)金。要加大對水(shui)(shui)廠運(yun)行、水(shui)(shui)質檢(jian)測、管(guan)網(wang)(wang)運(yun)維、企業(ye)(ye)運(yun)營管(guan)理(li)等人員(yuan)的培訓力度,提升從業(ye)(ye)人員(yuan)專業(ye)(ye)能力。各(ge)地價(jia)格主管(guan)部(bu)門要根據《城鎮(zhen)(zhen)供(gong)水(shui)(shui)價(jia)格管(guan)理(li)辦法(fa)》《城鎮(zhen)(zhen)供(gong)水(shui)(shui)定(ding)(ding)價(jia)成本監審(shen)辦法(fa)》等有關要求,合(he)(he)理(li)制定(ding)(ding)并動態調整供(gong)水(shui)(shui)價(jia)格。綜合(he)(he)考慮(lv)當地經濟社(she)會發展水(shui)(shui)平(ping)和用戶承受(shou)能力等因素,價(jia)格調整不到(dao)位導致供(gong)水(shui)(shui)企業(ye)(ye)難以達到(dao)準許(xu)收入(ru)的,當地人民(min)政府應當予(yu)以相應補償。
