水利部關于加快推動農村供水高質量發展的指導意見

部直(zhi)屬(shu)各有關單(dan)位,各省、自治區、直(zhi)轄市水利(水務)廳(ting)(局(ju)),各計劃單(dan)列(lie)市水利(水務)局(ju),新疆生(sheng)產(chan)建設兵團水利局(ju):

為深入貫(guan)徹落實(shi)習近平總書(shu)記關于農(nong)村飲水(shui)安全保障的重要指(zhi)示精神,加快提升農(nong)村供水(shui)保障能力和(he)水(shui)平,推動農(nong)村供水(shui)高質量發展,現提出以下意見。

一、總體要求

(一)指導思想

以習近平新時代中(zhong)國(guo)特色社會(hui)主義思(si)想為(wei)指導,深刻認識農村飲水安(an)全(quan)保(bao)(bao)障是鞏(gong)固脫(tuo)貧成果、推(tui)動(dong)鄉(xiang)村振興(xing)的(de)重要標志(zhi),建立健全(quan)從水源(yuan)到(dao)水龍(long)頭的(de)全(quan)鏈(lian)條全(quan)過程(cheng)農村飲水安(an)全(quan)保(bao)(bao)障體系。堅持(chi)問題導向和(he)目標導向,因(yin)地制宜、分類施策,優先推(tui)進城鄉(xiang)供水一(yi)體化(hua)、集(ji)中(zhong)供水規(gui)模化(hua),加(jia)強小型供水工程(cheng)規(gui)范(fan)化(hua)建設和(he)改造(zao),健全(quan)完善運行管理體制機制,強化(hua)農村供水工程(cheng)標準化(hua)、規(gui)范(fan)化(hua)、專業化(hua)管理,推(tui)動(dong)農村供水高(gao)質量發展,保(bao)(bao)障工程(cheng)長久(jiu)穩定(ding)運行,確保(bao)(bao)農村群眾飲水安(an)全(quan),不斷提升農村群眾的(de)獲得感(gan)、幸(xing)福感(gan)、安(an)全(quan)感(gan)。

(二)基本原則

城(cheng)鄉(xiang)融(rong)合,規模發(fa)展(zhan)。全(quan)(quan)面落實(shi)鄉(xiang)村振興戰略要求,順(shun)應(ying)鄉(xiang)村發(fa)展(zhan)規律,加快推(tui)進(jin)城(cheng)鄉(xiang)供水一體化、集中供水規模化發(fa)展(zhan),建立(li)健(jian)全(quan)(quan)水質保障(zhang)體系,夯實(shi)農村基本具(ju)備現代生活條(tiao)件(jian)的供水基礎,最大程(cheng)度實(shi)現城(cheng)鄉(xiang)供水同(tong)源、同(tong)網(wang)、同(tong)質、同(tong)服務、同(tong)監管(guan)。

規劃(hua)引領,示范帶動(dong)。適應村莊人口流(liu)動(dong)變(bian)化、重大(da)節假(jia)日(ri)用(yong)水(shui)(shui)(shui)彈性(xing)變(bian)化和水(shui)(shui)(shui)源條件(jian)(jian),滿足農村居民(min)生活(huo)和二(er)、三產業用(yong)水(shui)(shui)(shui)需求,系(xi)統謀劃(hua)農村供水(shui)(shui)(shui)工作。有條件(jian)(jian)地區率先落(luo)實(shi)高質量發(fa)展要求,發(fa)揮示范帶動(dong)作用(yong)。

縣(xian)域(yu)統(tong)管,平急(ji)(ji)兩用。考慮(lv)農(nong)村供水工程規模和分布(bu),采取以大帶小、政府購(gou)買服務等(deng)方式,加快推進縣(xian)域(yu)統(tong)一管理。整(zheng)合優化現有應急(ji)(ji)保(bao)(bao)障(zhang)資源,從應急(ji)(ji)方案(an)、預警機制、指(zhi)揮系(xi)統(tong)、隊伍物資、調動程序(xu)等(deng)方面(mian),建立平急(ji)(ji)兩用的農(nong)村供水應急(ji)(ji)保(bao)(bao)障(zhang)體系(xi)。

兩(liang)手(shou)發力(li),完(wan)善機(ji)制。充分發揮政(zheng)府資金(jin)引導作用(yong),用(yong)足(zu)用(yong)好(hao)財政(zheng)資金(jin)、專項債券、建設用(yong)地、生產用(yong)電、水(shui)(shui)資源費(fei)、稅收(shou)優惠等政(zheng)策,完(wan)善水(shui)(shui)價形成和水(shui)(shui)費(fei)收(shou)繳機(ji)制,兩(liang)手(shou)發力(li)吸引社會資本參與農村供水(shui)(shui)工程建設和運營。

(三(san))主要目標(biao)

力爭通(tong)過3—5年時(shi)(shi)間,初步(bu)形成體(ti)(ti)系布局完善、設施集約安全(quan)、管護規范專業(ye)、服(fu)務優(you)質高效的農(nong)村(cun)(cun)供(gong)水(shui)(shui)高質量(liang)發展格局。農(nong)村(cun)(cun)自來水(shui)(shui)普及率以(yi)及城(cheng)鄉供(gong)水(shui)(shui)一(yi)體(ti)(ti)化、規模化工程(cheng)(cheng)覆蓋農(nong)村(cun)(cun)人口比例明顯提(ti)升(sheng),小(xiao)型(xing)供(gong)水(shui)(shui)工程(cheng)(cheng)規范化建設和(he)改造水(shui)(shui)平全(quan)面(mian)提(ti)升(sheng),24小(xiao)時(shi)(shi)供(gong)水(shui)(shui)工程(cheng)(cheng)比例、計量(liang)收費(fei)工程(cheng)(cheng)比例大幅提(ti)升(sheng),直飲水(shui)(shui)窖水(shui)(shui)、水(shui)(shui)柜水(shui)(shui)人口數量(liang)顯著(zhu)減少;農(nong)村(cun)(cun)供(gong)水(shui)(shui)水(shui)(shui)質總體(ti)(ti)達到當地縣城(cheng)供(gong)水(shui)(shui)水(shui)(shui)質水(shui)(shui)平;農(nong)村(cun)(cun)供(gong)水(shui)(shui)工程(cheng)(cheng)全(quan)面(mian)實(shi)現(xian)縣域統管,供(gong)水(shui)(shui)保障(zhang)程(cheng)(cheng)度(du)和(he)抗風險能力明顯提(ti)升(sheng),長效管護體(ti)(ti)制機(ji)制逐步(bu)確立。

到2035年,農村(cun)供水工程體系(xi)、良性運行(xing)的(de)管護機(ji)制進一步(bu)完(wan)善,基本實(shi)現農村(cun)供水現代(dai)化。

二、重點任務

(一(yi))科學(xue)編(bian)制省級(ji)農村供水高質量(liang)發展規劃

一是切實強(qiang)化規(gui)(gui)劃(hua)引領。要抓緊組織編制省級(ji)農(nong)(nong)村供水(shui)高質量發(fa)展規(gui)(gui)劃(hua)(參考大(da)綱見(jian)附件(jian)),充分利用已有(you)農(nong)(nong)村供水(shui)規(gui)(gui)劃(hua)成(cheng)果,加強(qiang)與相關規(gui)(gui)劃(hua)的銜接,確保(bao)通(tong)過城鄉供水(shui)一體化、集中供水(shui)規(gui)(gui)模化、小(xiao)型供水(shui)工(gong)程規(gui)(gui)范化三種模式(shi)覆(fu)蓋全部(bu)農(nong)(nong)村供水(shui)人口,所有(you)工(gong)程實現專業化管(guan)護。

二(er)是(shi)全面分(fen)析高質量發(fa)(fa)展(zhan)基礎和(he)需求。在開展(zhan)“十四五”省級(ji)農村(cun)供水規劃中期評(ping)估基礎上,根(gen)據省域河湖水系特(te)點和(he)水利基礎設(she)施現狀、布局,結(jie)合地形地貌、人(ren)口分(fen)布、經(jing)濟發(fa)(fa)展(zhan)等因素(su),對標鞏固脫(tuo)貧成果、推動鄉(xiang)村(cun)振興(xing)的(de)重要(yao)標志要(yao)求,全面摸清農村(cun)供水高質量發(fa)(fa)展(zhan)的(de)基礎條(tiao)件(jian)、建(jian)設(she)短板和(he)管理弱項,精準分(fen)析農村(cun)地區(qu)用水需求和(he)趨勢變化,研判發(fa)(fa)展(zhan)方向。

三(san)是合理確(que)定高質量發展目(mu)標(biao)任務(wu)。瞄準農(nong)村(cun)基(ji)本(ben)具備(bei)現代生活條件、讓農(nong)民(min)就地過上現代文明生活的總要求(qiu),研究提出省級農(nong)村(cun)供水高質量發展的總體思(si)路(lu),以縣域(yu)為(wei)單元(yuan),科(ke)學規(gui)劃建設水源、水廠、管網工程,合理確(que)定農(nong)村(cun)供水高質量發展目(mu)標(biao)任務(wu)和(he)年度實(shi)施(shi)計劃。明確(que)今后3-5年發展目(mu)標(biao),按照基(ji)本(ben)實(shi)現農(nong)村(cun)供水現代化的總體安排,展望到2035年發展方向。

(二(er))大力完(wan)善(shan)農村(cun)供水工程體系

一(yi)是優先(xian)實(shi)施城鄉供(gong)水(shui)一(yi)體(ti)化建(jian)設。立(li)足(zu)長遠,樹(shu)立(li)系統(tong)觀念(nian),認真謀(mou)劃省市縣水(shui)網建(jian)設,依托(tuo)大(da)(da)水(shui)源、建(jian)設大(da)(da)水(shui)廠、接入大(da)(da)管網,在大(da)(da)型(xing)引調水(shui)工程沿線和(he)大(da)(da)中型(xing)水(shui)庫周(zhou)邊地區,優先(xian)推進城鄉供(gong)水(shui)一(yi)體(ti)化,做(zuo)到(dao)能聯網盡(jin)聯網、能擴網盡(jin)擴網、能并(bing)網盡(jin)并(bing)網。

二是大力(li)(li)推動(dong)集(ji)(ji)(ji)中(zhong)供(gong)水(shui)(shui)(shui)(shui)規模化發(fa)(fa)展。對(dui)城(cheng)市供(gong)水(shui)(shui)(shui)(shui)管網短期無法延伸覆蓋的地區,按(an)照“建大、并中(zhong)、減小”的原則,大力(li)(li)發(fa)(fa)展集(ji)(ji)(ji)中(zhong)供(gong)水(shui)(shui)(shui)(shui)規模化工(gong)(gong)程,以千噸萬人供(gong)水(shui)(shui)(shui)(shui)工(gong)(gong)程為中(zhong)心,盡(jin)可能輻(fu)射分(fen)散用(yong)水(shui)(shui)(shui)(shui)戶(hu),壓縮(suo)分(fen)散用(yong)水(shui)(shui)(shui)(shui)戶(hu)規模,充分(fen)發(fa)(fa)揮集(ji)(ji)(ji)中(zhong)供(gong)水(shui)(shui)(shui)(shui)的規模優勢(shi)和管理(li)優勢(shi),提高用(yong)水(shui)(shui)(shui)(shui)戶(hu)供(gong)水(shui)(shui)(shui)(shui)保證(zheng)率。鼓勵(li)集(ji)(ji)(ji)中(zhong)供(gong)水(shui)(shui)(shui)(shui)工(gong)(gong)程聯(lian)(lian)(lian)網并網、聯(lian)(lian)(lian)調聯(lian)(lian)(lian)供(gong),不(bu)斷提升供(gong)水(shui)(shui)(shui)(shui)保障水(shui)(shui)(shui)(shui)平。

三是實(shi)施小(xiao)(xiao)型供(gong)水(shui)(shui)(shui)工(gong)程規(gui)(gui)范化(hua)(hua)建(jian)(jian)(jian)設和改造。對近(jin)期(qi)無法納入城鄉供(gong)水(shui)(shui)(shui)一(yi)(yi)體(ti)化(hua)(hua)、規(gui)(gui)模化(hua)(hua)供(gong)水(shui)(shui)(shui)范圍的地區,統(tong)一(yi)(yi)建(jian)(jian)(jian)設和改造標(biao)(biao)準(zhun),因地制宜(yi)推進小(xiao)(xiao)型供(gong)水(shui)(shui)(shui)工(gong)程規(gui)(gui)范化(hua)(hua)建(jian)(jian)(jian)設和改造,規(gui)(gui)范管(guan)理和服(fu)務(wu)機制,實(shi)施小(xiao)(xiao)水(shui)(shui)(shui)庫(ku)、塘(tang)壩、蓄水(shui)(shui)(shui)池、機井(jing)等水(shui)(shui)(shui)源建(jian)(jian)(jian)設,加快形成以水(shui)(shui)(shui)庫(ku)山(shan)塘(tang)為(wei)主(zhu)水(shui)(shui)(shui)源或溪溝(gou)水(shui)(shui)(shui)井(jing)多(duo)源聯供(gong)的供(gong)水(shui)(shui)(shui)格局,壓減(jian)直飲水(shui)(shui)(shui)窖水(shui)(shui)(shui)、水(shui)(shui)(shui)柜水(shui)(shui)(shui)的農村人口數量。對不具備壓減(jian)條件的,相應配套(tao)完善適宜(yi)的凈化(hua)(hua)消毒過濾設備,實(shi)現達標(biao)(biao)供(gong)水(shui)(shui)(shui),不落一(yi)(yi)戶一(yi)(yi)人。

(三(san))深(shen)入實施農村供水(shui)水(shui)質提升專(zhuan)項行動(dong)

一是強(qiang)化(hua)水(shui)源(yuan)保(bao)護。配合有關部(bu)門,加強(qiang)對水(shui)源(yuan)地生態環境保(bao)護工(gong)(gong)作的監督(du)和管(guan)理(li),指導督(du)促鄉鎮級飲用水(shui)水(shui)源(yuan)保(bao)護區(qu)劃定、標識牌設(she)立和環境問(wen)題排查(cha)整治(zhi),強(qiang)化(hua)小型集(ji)中(zhong)供水(shui)工(gong)(gong)程水(shui)源(yuan)保(bao)護措(cuo)施。

二是注(zhu)重凈(jing)化(hua)(hua)消毒。指(zhi)導督(du)促集(ji)中供水(shui)工程(cheng)按(an)要求(qiu)配齊凈(jing)化(hua)(hua)消毒設(she)(she)施設(she)(she)備和(he)專業技術(shu)人(ren)員,做(zuo)到(dao)“應配盡配”,規范凈(jing)化(hua)(hua)消毒設(she)(she)施設(she)(she)備運行(xing)維(wei)護(hu)(hu),強化(hua)(hua)安全生產,確保正常(chang)運行(xing)。對分散工程(cheng),要通過(guo)水(shui)源保護(hu)(hu)、采用常(chang)規處(chu)理設(she)(she)施、安裝(zhuang)一(yi)體化(hua)(hua)凈(jing)水(shui)設(she)(she)備等凈(jing)化(hua)(hua)消毒處(chu)理措施,提升水(shui)質保障水(shui)平。

三是加強水(shui)質(zhi)檢(jian)測監測。城鄉供(gong)水(shui)一體化、規模化工(gong)程要通過配(pei)套水(shui)質(zhi)檢(jian)測設備、建立(li)水(shui)質(zhi)化驗室或(huo)購(gou)買社會(hui)服務等(deng)方式,全(quan)面開展水(shui)質(zhi)自檢(jian)。各級水(shui)行政主管(guan)部(bu)門要依托(tuo)區域水(shui)質(zhi)檢(jian)測中心(xin)等(deng)機構(gou),加強對小型集中和(he)分(fen)散農村供(gong)水(shui)工(gong)程的(de)水(shui)質(zhi)巡檢(jian);會(hui)同有關部(bu)門開展水(shui)質(zhi)抽檢(jian)并加強監管(guan)。有條件的(de)農村供(gong)水(shui)工(gong)程,鼓勵(li)開展水(shui)質(zhi)在線檢(jian)測監測。

(四(si))健全優化農村供(gong)水(shui)工程長效運行管理體制(zhi)機制(zhi)

一是(shi)全面落實“三個責(ze)任”“三項制(zhi)(zhi)(zhi)(zhi)度”。夯實農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)管(guan)理地(di)方人民政(zheng)府主體責(ze)任、水(shui)(shui)(shui)行政(zheng)主管(guan)等(deng)部門行業監(jian)管(guan)責(ze)任、供(gong)(gong)水(shui)(shui)(shui)單位(wei)運行管(guan)理責(ze)任“三個責(ze)任”,健全完(wan)善縣(xian)級(ji)農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)工(gong)程運行管(guan)理機構(gou)、辦法和(he)經(jing)費“三項制(zhi)(zhi)(zhi)(zhi)度”,推進每處(chu)農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)工(gong)程有(you)(you)制(zhi)(zhi)(zhi)(zhi)度管(guan)、有(you)(you)人管(guan)、有(you)(you)錢(qian)管(guan)。脫貧地(di)區要把農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)基礎設施建設作(zuo)為鞏固(gu)脫貧成果同鄉村(cun)振興有(you)(you)效(xiao)銜接的重(zhong)要任務,壓實責(ze)任,抓(zhua)好落實。充分發揮水(shui)(shui)(shui)利部12314監(jian)督舉(ju)報等(deng)服務平臺作(zuo)用,持(chi)續完(wan)善農(nong)村(cun)供(gong)(gong)水(shui)(shui)(shui)問(wen)(wen)題發現、處(chu)置、回訪機制(zhi)(zhi)(zhi)(zhi),采取有(you)(you)力措施,確保問(wen)(wen)題動態清零。

二是(shi)積極推進縣(xian)域統管(guan)。依托水(shui)務(wu)供(gong)水(shui)或(huo)水(shui)投公(gong)司等,建立健全管(guan)理平臺,推進農村(cun)供(gong)水(shui)縣(xian)域或(huo)片(pian)區統一管(guan)理、統一運行(xing)(xing)、統一維護。規模化供(gong)水(shui)工程和有條(tiao)件的千人供(gong)水(shui)工程,推行(xing)(xing)企(qi)業化經營,專業化管(guan)理。小型(xing)集中(zhong)和分(fen)散供(gong)水(shui)工程,通(tong)過政(zheng)(zheng)府購(gou)買服(fu)務(wu)、政(zheng)(zheng)府與社會資本合作、專業化公(gong)司管(guan)理+村(cun)級管(guan)水(shui)員相結(jie)合等方式,整體提升運行(xing)(xing)管(guan)理和技術(shu)服(fu)務(wu)能力(li)。

三(san)是完(wan)善(shan)水(shui)(shui)(shui)(shui)價(jia)(jia)形成和水(shui)(shui)(shui)(shui)費(fei)(fei)收(shou)繳機制(zhi)(zhi)。遵循“覆蓋成本、合(he)理收(shou)益、節(jie)約(yue)用(yong)水(shui)(shui)(shui)(shui)、公平負擔(dan)”的原則(ze),充分考(kao)慮農村群眾收(shou)入(ru)水(shui)(shui)(shui)(shui)平差距,完(wan)善(shan)農村供(gong)(gong)水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)價(jia)(jia)形成和水(shui)(shui)(shui)(shui)費(fei)(fei)收(shou)繳機制(zhi)(zhi),具(ju)備(bei)條件的納入(ru)政府定價(jia)(jia)目錄清單管理,原則(ze)上水(shui)(shui)(shui)(shui)費(fei)(fei)收(shou)入(ru)用(yong)于工程運行維護(hu)。對(dui)于供(gong)(gong)水(shui)(shui)(shui)(shui)規模利用(yong)率較低的工程,可實(shi)行“基本水(shui)(shui)(shui)(shui)價(jia)(jia)+計量(liang)水(shui)(shui)(shui)(shui)價(jia)(jia)”的兩部制(zhi)(zhi)水(shui)(shui)(shui)(shui)價(jia)(jia),并充分征求農村居民意見。加快安(an)裝用(yong)水(shui)(shui)(shui)(shui)計量(liang)設備(bei),推進(jin)用(yong)水(shui)(shui)(shui)(shui)計量(liang)收(shou)費(fei)(fei),讓農村群眾用(yong)“放(fang)心水(shui)(shui)(shui)(shui)”,交“明白費(fei)(fei)”。

四是探索完(wan)善監(jian)(jian)督(du)(du)機制(zhi)。完(wan)善農村(cun)供(gong)水管(guan)(guan)理(li)制(zhi)度和服務(wu)行為規范(fan),將目標任務(wu)落實、管(guan)(guan)理(li)責(ze)任落實、農村(cun)供(gong)水水質、供(gong)水運營(ying)服務(wu)、難點問題化解(jie)等(deng)納入監(jian)(jian)督(du)(du)考核范(fan)圍。將供(gong)水責(ze)任人基本信息(xi)、維修服務(wu)電話、水價(jia)等(deng)制(zhi)度,以適當(dang)的方式向(xiang)社會公(gong)開,接受(shou)社會監(jian)(jian)督(du)(du)。創新(xin)和完(wan)善監(jian)(jian)督(du)(du)手(shou)段,強(qiang)化信息(xi)化監(jian)(jian)管(guan)(guan)、遠程(cheng)視頻監(jian)(jian)管(guan)(guan)、“互(hu)聯網+監(jian)(jian)管(guan)(guan)”,強(qiang)化農村(cun)供(gong)水全鏈條全過程(cheng)監(jian)(jian)管(guan)(guan)。

五是(shi)強化(hua)數(shu)字(zi)賦能,推進標(biao)(biao)準化(hua)管(guan)理(li)。以“設(she)施良(liang)好、管(guan)理(li)規范、供(gong)(gong)水達(da)標(biao)(biao)、水價(jia)合理(li)、運行可靠”為重點,推進農村集中供(gong)(gong)水工(gong)程標(biao)(biao)準化(hua)管(guan)理(li),提(ti)升管(guan)理(li)效(xiao)(xiao)率和效(xiao)(xiao)益(yi),保障工(gong)程安全、穩定、長效(xiao)(xiao)運行。以實現預報、預警、預演、預案“四預”功能為目(mu)的(de),推進數(shu)字(zi)孿(luan)生農村供(gong)(gong)水工(gong)程建設(she),提(ti)高數(shu)字(zi)化(hua)、網絡化(hua)、智(zhi)慧化(hua)水平。

(五)強化(hua)應(ying)急(ji)供(gong)水保障

一是建立健全平(ping)急(ji)(ji)兩用(yong)的應(ying)(ying)(ying)(ying)急(ji)(ji)供(gong)水(shui)(shui)(shui)(shui)保(bao)障(zhang)體系。要依托縣(xian)、鄉鎮和(he)規模化(hua)供(gong)水(shui)(shui)(shui)(shui)工(gong)程(cheng),制定完善農村供(gong)水(shui)(shui)(shui)(shui)應(ying)(ying)(ying)(ying)急(ji)(ji)預案,組(zu)建應(ying)(ying)(ying)(ying)急(ji)(ji)供(gong)水(shui)(shui)(shui)(shui)隊伍,開展(zhan)應(ying)(ying)(ying)(ying)急(ji)(ji)演(yan)練;將規模化(hua)供(gong)水(shui)(shui)(shui)(shui)工(gong)程(cheng)覆蓋范圍內的小型供(gong)水(shui)(shui)(shui)(shui)工(gong)程(cheng)作為備(bei)用(yong)水(shui)(shui)(shui)(shui)源,科學布局應(ying)(ying)(ying)(ying)急(ji)(ji)取水(shui)(shui)(shui)(shui)點;將農村供(gong)水(shui)(shui)(shui)(shui)應(ying)(ying)(ying)(ying)急(ji)(ji)保(bao)障(zhang)納(na)入地(di)方水(shui)(shui)(shui)(shui)旱災(zai)害防御和(he)突發事故應(ying)(ying)(ying)(ying)急(ji)(ji)處置(zhi)工(gong)作范圍,依托地(di)方水(shui)(shui)(shui)(shui)旱災(zai)害防御等物資(zi)倉(cang)庫,集中儲備(bei)應(ying)(ying)(ying)(ying)急(ji)(ji)送水(shui)(shui)(shui)(shui)車(che)、凈水(shui)(shui)(shui)(shui)車(che)、柴油發電機、水(shui)(shui)(shui)(shui)泵機組(zu)、便攜式水(shui)(shui)(shui)(shui)質檢測設備(bei)、管道管件等應(ying)(ying)(ying)(ying)急(ji)(ji)物資(zi),提升(sheng)應(ying)(ying)(ying)(ying)急(ji)(ji)供(gong)水(shui)(shui)(shui)(shui)保(bao)障(zhang)能力。

二(er)是完善(shan)(shan)應(ying)急(ji)(ji)(ji)保障運行機(ji)制。健全預防應(ying)對、應(ying)急(ji)(ji)(ji)響應(ying)、預案啟動(dong)、措施落實、響應(ying)終止、復(fu)盤(pan)善(shan)(shan)后等(deng)應(ying)急(ji)(ji)(ji)供水(shui)工(gong)作機(ji)制,發(fa)揮各級應(ying)急(ji)(ji)(ji)指(zhi)揮機(ji)構組織、協調、指(zhi)揮作用。突發(fa)事件發(fa)生后,立即啟動(dong)應(ying)急(ji)(ji)(ji)響應(ying),做好水(shui)源調度(du)、物資調配、應(ying)急(ji)(ji)(ji)搶(qiang)修、儲水(shui)節(jie)水(shui)等(deng)工(gong)作。完善(shan)(shan)信息(xi)發(fa)布和報送(song)報告制度(du),加強信息(xi)共享,積(ji)極回應(ying)社(she)會關切。

三是(shi)做(zuo)好(hao)應(ying)(ying)對洪(hong)旱(han)災害、突發水(shui)(shui)污染(ran)事件應(ying)(ying)急(ji)保(bao)供(gong)(gong)水(shui)(shui)工作。旱(han)災地(di)區要(yao)精細調度(du)抗旱(han)水(shui)(shui)資源,落實應(ying)(ying)急(ji)調水(shui)(shui)、管(guan)網延伸、開辟應(ying)(ying)急(ji)水(shui)(shui)源、分時供(gong)(gong)水(shui)(shui)、拉(la)水(shui)(shui)送水(shui)(shui)和節(jie)水(shui)(shui)儲水(shui)(shui)等措施(shi),解決好(hao)人(ren)畜飲(yin)水(shui)(shui)問題(ti),確保(bao)極端干旱(han)條件下農(nong)村(cun)群眾飲(yin)水(shui)(shui)安全。洪(hong)災地(di)區要(yao)加強水(shui)(shui)源清理、設(she)施(shi)清洗、凈化消毒(du)、水(shui)(shui)質檢測和環境(jing)消殺等工作,盡快搶修供(gong)(gong)水(shui)(shui)設(she)施(shi),恢復正常供(gong)(gong)水(shui)(shui)。搶修期(qi)間要(yao)設(she)置臨時集(ji)中供(gong)(gong)水(shui)(shui)點或拉(la)水(shui)(shui)送水(shui)(shui),確保(bao)群眾基本生(sheng)活飲(yin)用水(shui)(shui)需求。

三、創新體制機制梯次推進

(一)以縣為單(dan)元系統(tong)(tong)謀劃推(tui)進。聚(ju)焦高質(zhi)量發展目標,按照(zhao)城鄉供(gong)水(shui)一體化(hua)(hua)、集中供(gong)水(shui)規模化(hua)(hua)、小型工程(cheng)規范化(hua)(hua)、工程(cheng)管護專(zhuan)業化(hua)(hua)要求,區分東(dong)部、中部、西(xi)北(bei)、西(xi)南、東(dong)北(bei)地區差異,統(tong)(tong)籌考(kao)慮各地農村(cun)(cun)(cun)供(gong)水(shui)高質(zhi)量發展重點(dian)任(ren)務(wu),抓緊補齊農村(cun)(cun)(cun)飲水(shui)安全短板,鼓勵(li)有條件的(de)地方先(xian)行(xing)一步,率先(xian)形成(cheng)農村(cun)(cun)(cun)供(gong)水(shui)高質(zhi)量發展格局,發揮示范引領作用,由點(dian)帶面,全面推(tui)動農村(cun)(cun)(cun)供(gong)水(shui)工作質(zhi)效提升。

(二)強化評(ping)估(gu)激(ji)勵。各省級(ji)水(shui)行(xing)政(zheng)主管(guan)部(bu)門要加(jia)強組織領導,嚴(yan)把(ba)(ba)建設(she)(she)質(zhi)量和(he)(he)進度(du),確保建設(she)(she)任(ren)務落地實施。各流(liu)域管(guan)理機構要加(jia)強督促指導和(he)(he)技術把(ba)(ba)關(guan)。水(shui)利部(bu)將(jiang)及(ji)時總結各地工作(zuo)進展,跟(gen)蹤評(ping)估(gu)工作(zuo)績效(xiao),推(tui)廣(guang)成功經驗(yan)做法,制(zhi)定標(biao)準(zhun)規(gui)則,推(tui)動(dong)對(dui)標(biao)達標(biao)。組織流(liu)域管(guan)理機構和(he)(he)有關(guan)單位(wei)嚴(yan)格(ge)評(ping)估(gu),對(dui)率先完成各項(xiang)目標(biao)指標(biao)的地區,予以通報表揚(yang),并加(jia)強項(xiang)目、資金傾斜支(zhi)持;對(dui)工作(zuo)成效(xiao)顯著的省份,在相(xiang)關(guan)考核中(zhong)予以激(ji)勵。

四、保障措施(shi)

(一(yi))壓實(shi)(shi)主體(ti)責(ze)任(ren)。按照農(nong)村(cun)(cun)供(gong)(gong)水(shui)保(bao)障中(zhong)央統籌(chou)、省負總責(ze)、市縣(xian)鄉抓(zhua)落實(shi)(shi)的機制(zhi),壓實(shi)(shi)地方(fang)人民政府主體(ti)責(ze)任(ren)。省級(ji)水(shui)行(xing)政主管部門(men)要把農(nong)村(cun)(cun)供(gong)(gong)水(shui)高(gao)(gao)質量發展作(zuo)為貫徹(che)落實(shi)(shi)黨(dang)中(zhong)央、國務(wu)院決策要求,推(tui)動(dong)水(shui)利高(gao)(gao)質量發展的一(yi)項重要舉措,強化組織領導,健全工作(zuo)機制(zhi),落實(shi)(shi)責(ze)任(ren)分工,狠抓(zhua)貫徹(che)落實(shi)(shi)。流(liu)域(yu)管理機構要認真履行(xing)行(xing)業監管責(ze)任(ren),督促流(liu)域(yu)內(nei)省份加(jia)快推(tui)動(dong)農(nong)村(cun)(cun)供(gong)(gong)水(shui)高(gao)(gao)質量發展。

(二(er))多渠道籌措資(zi)(zi)(zi)(zi)金(jin)(jin)。農村(cun)供水(shui)工(gong)程建(jian)(jian)設管(guan)護(hu)資(zi)(zi)(zi)(zi)金(jin)(jin)由地(di)方(fang)各級人民(min)(min)政(zheng)(zheng)府負責落實。要充分利用中央財(cai)政(zheng)(zheng)銜(xian)接(jie)推進鄉村(cun)振興資(zi)(zi)(zi)(zi)金(jin)(jin)、中央水(shui)庫(ku)移(yi)民(min)(min)扶持(chi)基金(jin)(jin)等財(cai)政(zheng)(zheng)轉(zhuan)移(yi)支付資(zi)(zi)(zi)(zi)金(jin)(jin),加大對農村(cun)供水(shui)工(gong)程建(jian)(jian)設的支持(chi)力度。重大引(yin)調水(shui)工(gong)程和(he)大中型水(shui)源(yuan)工(gong)程建(jian)(jian)設統籌考慮農村(cun)供水(shui)需求。中央水(shui)利發展資(zi)(zi)(zi)(zi)金(jin)(jin)重點支持(chi)農村(cun)供水(shui)工(gong)程維修養護(hu)和(he)小型水(shui)源(yuan)建(jian)(jian)設。指導(dao)地(di)方(fang)用好銀行信貸資(zi)(zi)(zi)(zi)金(jin)(jin)、地(di)方(fang)政(zheng)(zheng)府債券和(he)社(she)會資(zi)(zi)(zi)(zi)本,多渠道籌集(ji)資(zi)(zi)(zi)(zi)金(jin)(jin)。

(三(san))加(jia)(jia)強技術研發(fa)推(tui)廣。針對(dui)農村(cun)供(gong)水(shui)(shui)區域共性、特(te)殊水(shui)(shui)質問題、數字孿(luan)生建設(she)等(deng)開展技術攻關,鼓勵支持科(ke)研院(yuan)所、高等(deng)院(yuan)校和(he)優勢(shi)企業發(fa)揮技術優勢(shi),加(jia)(jia)強農村(cun)供(gong)水(shui)(shui)工(gong)程凈水(shui)(shui)等(deng)適宜技術、裝備研發(fa),尤其是針對(dui)小(xiao)散工(gong)程的(de)(de)簡易(yi)方便(bian)、實(shi)用(yong)耐(nai)用(yong)的(de)(de)小(xiao)型農村(cun)供(gong)水(shui)(shui)設(she)施研發(fa),遴選先進實(shi)用(yong)技術,納入水(shui)(shui)利部科(ke)技成果推(tui)廣清單和(he)指導(dao)目(mu)錄,在農村(cun)供(gong)水(shui)(shui)工(gong)程建設(she)管理中推(tui)廣應用(yong)。積極(ji)借鑒和(he)吸納國外農村(cun)供(gong)水(shui)(shui)先進技術。

(四)強化(hua)激勵(li)約(yue)束。將農(nong)村(cun)供(gong)水(shui)工(gong)作(zuo)落實(shi)情況納入縣級黨(dang)委、政府實(shi)施鄉村(cun)振興(xing)戰略實(shi)績(ji)考(kao)核(he)范圍。在鞏固脫貧成(cheng)果后評(ping)估考(kao)核(he)中,加大農(nong)村(cun)供(gong)水(shui)工(gong)作(zuo)考(kao)核(he)力(li)度。在最(zui)嚴(yan)格水(shui)資源管理制(zhi)度考(kao)核(he)、水(shui)利(li)工(gong)程建(jian)設激勵(li)中,進一步(bu)與各地農(nong)村(cun)供(gong)水(shui)工(gong)程建(jian)設和管理績(ji)效掛鉤。

(五)做好宣傳(chuan)引導。地方水(shui)(shui)(shui)(shui)行政主管部(bu)門要會同有關部(bu)門,大力宣傳(chuan)推廣(guang)農(nong)村供(gong)水(shui)(shui)(shui)(shui)高質(zhi)量(liang)發(fa)展的經驗做法。加強農(nong)村供(gong)水(shui)(shui)(shui)(shui)政策解讀(du)和知識宣傳(chuan),提高用水(shui)(shui)(shui)(shui)戶安全(quan)用水(shui)(shui)(shui)(shui)、節約用水(shui)(shui)(shui)(shui)和有償用水(shui)(shui)(shui)(shui)意識。運用水(shui)(shui)(shui)(shui)廠(chang)“公眾開放日”等(deng)形(xing)式(shi),強化農(nong)村群眾的節水(shui)(shui)(shui)(shui)、愛水(shui)(shui)(shui)(shui)、惜水(shui)(shui)(shui)(shui)、護水(shui)(shui)(shui)(shui)行為(wei),營造良好發(fa)展氛(fen)圍。 

省級人民(min)政府(fu)批(pi)復的農村供(gong)水高質量發展(zhan)規劃,應(ying)于2024年6月底前報水利部(bu)備(bei)案。省級人民(min)政府(fu)已印發實(shi)施或同意的農村供(gong)水高質量發展(zhan)相(xiang)關規劃、實(shi)施方(fang)案或行動方(fang)案,可(ke)直(zhi)接或進一步完善后報水利部(bu)備(bei)案。
